I have an idea to involve the community in the administration of the Micronations Fandom. To block a user a majority of admins must agree, and you can post a propasal and if a majority of the community and admins agree; it becomes policy.

That not a good idea. Admins are like police officers it be like saying in order for a cops to arrest a robber he would need all the other cops to vote yes or no first before he arrest him.
